One good add-in for Photoshop is "Neat Image". It's free for home use and it gets rid of noise in pictures that can be caused by fast ISO speeds and over enlargement. Once installed it intergrates with Photoshop and you will find it in the "Filter" menu. Here's an example of a before and after picture. The picture was from a friend of mine and I just cleaned it up.
