Is there "really" such a thing as a bad copy lens

appreciate some insight from those with lots more experience than myself, i often see mention of guys having a "bad Copy" of a particular lens and how much of a difference there was when they went back to the shop then tried several other copies until they got that"perfect One" is this really the case or in all honesty unless i'm talking professional quality the average enthusiast wouldn't notice the difference and would be totally oblivious and content

I've never heard of this and would imagine any manufacturer worth his salt would have a good quality control system that should prevent it. Maybe the guys had an early version of a lens before all the bugs got ironed out. I have heard of lenses having to go back for improved software to be fitted.
